Hi Matt, I think you would get some tire to inner fender interference without those stops. It may not be obvious at first, but consider where the tires would be at full compression anf full lock. For the track I would actually go a little lower. The real way to know what's going on is to chalk a section the tread of your tire, and see what is contacting the pavement. A couple of pounds here and there can make a difference.

Koll,

A bench top grinder is the only way to go with a wire wheel. The drill doesn't turn fast enough, and a dremel doesn't produce enough torque.

You can see from this picture, I've put some mileage on my wire wheel!
