For the track I would actually go a little lower. The real way to know what's going on is to chalk a section the tread of your tire, and see what is contacting the pavement. A couple of pounds here and there can make a difference.

A bench top grinder is the only way to go with a wire wheel. The drill doesn't turn fast enough, and a dremel doesn't produce enough torque.

You can see from this picture, I've put some mileage on my wire wheel!
